Current List of Education Bills

HB 18 Youth Skin Cancer Prevention Act: raises minimum age for tanning equipment without a prescription from 14 to 18.

HB 51/SB 14 Increase Access to Career Technical Education:  directs the State Board of Education to 1. develop career and college endorsements for high school diplomas; 2. increase access to career and technical education teachers in public schools; and 3. work with the State Board of Community Colleges to increase the number of students enrolling in career and technical education in high need employment areas as recommended by the Legislative Research Study Committee on Career and Technical Education

HB 57 Child Nutrition Program Solvency and Support: prohibits local school administrative units from assessing indirect costs to a child nutrition program unless the program is financially solvent and appropriates funds to promote optimal pricing for child nutrition program food and supplies

HB 75 Kilah’s Law/Increase Child Abuse Penalties:  increases penalty for criminal offenses for child abuse

HB 85  Ag. Ed/FFA Day in NC an act that celebrates agricultural education and FFA

HB 93 School Calendar Flexibility/Craven County

HB 97 Lottery Funds Used for Digital Learning:  authorizes the use of some lottery funds to expand digital learning in public schools.

HB 98  School Calendar Flexibility/Johnston County

HB 121 School Calendar Flexibility/Certain Counties:  provides additional school calendar flexibility to certain counties.

HB 139 Adopt Uniform Deployed Parent Cust/Visit Act  Adopts uniform deployed parents custody and visitation act
HB 146  Back to Basics: requires State Board of Education to ensure instruction in cursive writing and memorization of multiplication tables as part of the basic education program

SB 12 Appoint Superintendent of Public Instruction:  would give voters the opportunity to support a Constitutional amendment to allow the governor to appoint the North Carolina superintendent of public instruction

SB 16 Revoke License for Passing Stopped School Bus:  provides for revocation of driver’s license for passing a stopped school bus

SB 27 Public School Protection Firearm Amendments:  provides that certain persons certified by the North Carolina Criminal Justice Education and Training Standards Commission and designated by local boards of education or boards of directors of charter school may possess and carry firearms on educational property to provide additional protection to those attending or working in public schools.

SB 42 Charter School/Govt Unit:  provides that a charter school is a governmental unit for the purpose of a lease or transfer of real or personal property between a charter school and another governmental unit

SB 59 Armed Security Guards in K-12: allows armed security guards who meet the training and selection requirements for state law enforcement officers at all schools

SB 66 Ag. Ed./FFA Day in NC:  an act that celebrates agricultural education and FFA

SB 68 Arts Education as a Graduation Requirement:  directs the State Board of Education to require one arts education credit for graduation

SB 70 Kilah’s Law/Increase Child Abuse Penalties:  increases penalty for criminal offenses for child abuse

SB 119 Lottery Funds Used for Digital Learning

SB 118 Digital Learning Competences/School Employees:  directs the State Board of Education to develop and implement digital learning standards for teachers and school administrators

SB 120 Internet Access for Public Schools:  provides for inventory of infrastructure to support digital learning in public schools

SB 121 Transition to Digital Learning in Schools:  States the intent of the General Assembly to transition from funding textbooks to funding digital learning in the public schools, as recommended by the Legislative Research Commission Study Committee on Digital Learning Environments in Public Schools.

SB 130 Teachers/Isolated K-12 Schools:  provides for teacher allotments for geographically isolated K-12 schools.

SB 132 Health Curriculum/Preterm birth:  includes instruction in the school health education program on induced abortion as a a cause of preterm birth in subsequent pregnancies.
